RAGGING: PROHIBITION, PREVENTION AND PUNISHMENT

In 2009, University Grants Commission (UGC) passed UGC REGULATION ON CURBING THE MENACE OF RAGGING IN HIGHER EDUCATIONAL INSTITUTIONS, 2009. These regulations mandate every college's responsibility to curb the menace of ragging, including strict pre-emptive measures, like lodging freshers in a separate hostel, surprise raids especially at nights by the anti-ragging squad and submission of affidavits by all senior students and their parents taking oath not to indulge in ragging.

In view of the above regulation on curbing the menace of Ragging, the undersigned has formed an Anti Ragging Committee (ARC) and Anti Ragging Squad Committee (ARSC) constituting a Chairman and members. The ARC Chairman is authorized to implement stringent measures and ensure discipline, and to ensure there are no instances of Ragging in the college campus.

If any instances of Ragging are found, the Chairman shall take appropriate measures immediately and submit a detailed action-taken report to the Principal. The ARC Chairman conducts regular meetings with ARC members along with ARSC committee members to review/update the status of ground realities and submits a report to the principal annually.

Forms of Ragging

  • Display of noisy, disorderly conduct, teasing, excitement by rough or rude treatment or handling, including rowdy, undisciplined activities causing annoyance, undue hardship, physical or psychological harm or apprehensive fear in a fresher.
  • Any conduct by any student, by words spoken or written or by an act, which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  • Indulging in rowdy or indiscipline activities causing annoyance, hardship, physical or psychological harm or fear to any fresher or other student.
  • Asking any student to do any act which causes a sense of shame, torment or embarrassment so as to adversely affect the physique or psyche of such fresher or other student.
  • Any act by a senior that prevents, disrupts or disturbs the regular academic activity of any other student or fresher.
  • Any act of financial extortion or forceful expenditure burden put on a fresher or any other student.
  • Any act of physical abuse including sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger.
  • Any act or abuse by spoken words, emails, post or public insults, or deriving perverted, vicarious or sadistic pleasure from participating in the discomfiture of any fresher or other student.
  • Any act that affects the mental health and self-confidence of a fresher or any other student.

Action To Be Taken By The Head Of The Institution

On receipt of any information concerning a reported incident of ragging, the Head of Institution shall immediately determine if a case under the penal laws is made out and, if so, file a First Information Report (FIR) within twenty-four hours with the police and local authorities under the appropriate penal provisions relating to abetment to ragging, criminal conspiracy, unlawful assembly and rioting, public nuisance, violation of decency and morals, injury to body, wrongful restraint or confinement, use of criminal force, assault, sexual or unnatural offences, extortion, criminal trespass, offences against property, criminal intimidation, attempts or threats to commit any of these offences, and physical or psychological humiliation.

Administrative Action In The Event Of Ragging

The Anti-Ragging Committee may, depending on the nature and gravity of the guilt established by the Anti-Ragging Squad, award one or more of the following punishments: suspension from attending classes and academic privileges; withholding/withdrawing scholarship/fellowship and other benefits; debarring from appearing in any test/examination or evaluation process; withholding results; debarring from representing the institution in any regional, national or international meet/tournament/youth festival; suspension/expulsion from the hostel; cancellation of admission; rustication for one to four semesters; expulsion and consequent debarring from admission to any other institution for a specified period; fine up to ₹25,000/-.

If persons committing or abetting ragging are not identified, the institution shall resort to collective punishment. Appeals against orders of punishment lie with the Vice-Chancellor (for affiliated/constituent colleges), the Chancellor (for Universities), or the Chairman/Chancellor (for institutions of national importance).

Responsibilities of Anti-Ragging Squads

Squad in-charges are responsible for ensuring display of anti-ragging instructions at prominent places, preparing duty charts and carrying out regular and surprise checks, maintaining duty attendance registers, informing the chairman of any incident, briefing all members on their duties, forwarding daily feedback reports before 11:00 AM and 4:00 PM, maintaining the updated list of students with addresses and contact numbers, and conducting regular meetings with annual reports to the Principal.
